A Norwegian pension for past private-sector employment is taxable only in Portugal when paid to a Portuguese resident (under the Norway-Portugal convention). That includes the NAV supplementary pension earned through private-sector employment, but Norway may still tax the NAV basic pension as other income under the treaty’s other-income rule, with Portugal crediting the Norwegian tax, and government-service pensions covered by the treaty stay taxable only in Norway unless the recipient is both resident in and a national of Portugal.

Unlike Sweden, Norway still has a treaty with Portugal, so the treaty allocates the income.

## What changes when you move from Norway to Portugal

Norway makes leaving deliberate: tax residency does not end when you move, it ends only when you meet a set of conditions and, for long-term residents, only after a three-year wait. And Norway charges an [exit tax](/guides/capital-gains-tax-portugal/) on unrealised share gains when you cease residency, recently tightened.

## Ceasing Norwegian tax residency and the exit tax

Norwegian tax residency does not end automatically on departure. You must meet conditions, broadly a genuine permanent home abroad, limited days back in Norway, and no Norwegian dwelling available, and for someone who lived in Norway for ten years or more, residency cannot end until after the end of the third full tax year following the departure year, with the conditions met in each of those years.

Norway also charges an exit tax on unrealised gains on shares and securities when you cease residency, using the day before Norwegian tax residence ceases under domestic law or transfers under the applicable treaty; this need not be the physical departure day.

The rules were tightened recently: there is an allowance below which gains are not taxed, the old lapse over time has been replaced by a 12-year payment deadline that applies even if you do not sell, and distributing dividends after exit can accelerate the charge. Official guidance focuses the exit tax on shares, securities, and certain financial instruments.

## How the Norway-Portugal treaty allocates your income

The rules below are the ordinary Portuguese treatment; for an eligible [IFICI](/guides/ifici/) beneficiary, Norwegian dividends, interest, rents and gains are generally exempt in Portugal.

For a Portuguese resident, credit for Norwegian tax depends on the taxing right allowed by the treaty and is capped at the Portuguese tax on the same income. As a broad map for someone now resident in Portugal:

| Income type | Where it is taxed | Notes |
| --- | --- | --- |
| NAV state pension and disability benefits | Norwegian withholding depends on the pension type and treaty classification. Some benefits linked to private employment can be exempt from Norwegian withholding for a Portuguese resident. | |
| Norwegian public-service pension | Generally Norway, subject to the treaty exception when the recipient is both resident in and a national of Portugal. | |
| Pension from Past Private-Sector Employment | Portugal (residence) | IFICI does not exempt pensions, so taxed at progressive rates. |
| Other Private Pensions and Annuities | Often Norway | Depends on how the pension was built up. |
| Employment | Where the work is performed | Residence (Portugal) unless the work is done in Norway. |
| Dividends | Norway withholds, Portugal taxes with a credit | Reduced with a Portuguese residence certificate. |
| Capital Gains on Securities | Portugal (residence) | Subject to the Norwegian exit tax charged at departure. |
| Norwegian Real Estate (Rent and Gains) | Norway (where the property is) | Portugal taxes too and gives a credit. |

## How the treaty treats each Norwegian pension

NAV is the payer, not a single treaty category. For a Portuguese treaty resident, Norway’s tax authority distinguishes the basic National Insurance pension and disability benefit, which remain taxable in Norway, from supplementary NAV pension earned through private-sector employment, which is exempt from Norwegian tax. Private occupational pensions linked to employment follow the same exemption.

Government-service pensions covered by the treaty generally remain taxable in Norway unless the recipient is both resident in and a national of Portugal. Private annuities and arrangements unrelated to previous employment can remain taxable in Norway.

## Norwegian dividends and the residence certificate

Obtain a Portuguese certificate of treaty residence. For pensions, request the withholding or exemption card appropriate to the payment's treaty classification. For dividends, meet the documentation requirements for reduction at source or a refund.

Under ordinary Portuguese rules, record Norwegian dividends and any tax that Norway is permitted to charge. The Portuguese foreign-tax credit has Portuguese foreign-tax-credit limits; excess withholding may need a Norwegian refund rather than a larger Portuguese credit.

## Coordinating Skatteetaten and Finanças

Keeping Norwegian pensions, shares, or property usually means Norwegian filings alongside Portuguese filing, with the treaty deciding who taxes what and Portugal giving a credit.

## Frequently asked questions

### Does Norway have a tax treaty with Portugal?

Yes. Unlike Sweden, Norway kept its treaty with Portugal.

### Do I pay an exit tax when I leave Norway?

Possibly. Norway charges an exit tax on unrealised gains on shares and securities when you cease tax residency, subject to an allowance.

### Is my NAV pension taxed in Norway or Portugal?

It depends on the NAV component. Norway’s basic National Insurance pension remains taxable in Norway, while a supplementary NAV pension earned through private-sector employment is exempt from Norwegian tax for a Portuguese treaty resident.

### Does IFICI cover my Norwegian pension?

No. IFICI, the regime that replaced NHR, does not exempt foreign pensions; where Portugal taxes a Norwegian pension it does so at standard progressive rates.
